Energy Performance Certificates for Commercial & Industrial Property

Energy Inspection of Commercial & Industrial buildings by an Energy Assessor, using RdSAP & SAP assessment procedures commenced from 6 April 2008. Energy Surveyors will be required to inspect air conditioning systems and boilers within these buildings. Investors and occupiers will be able to compare the energy efficiency of buildings.

Commercial buildings which will be affected by the introduction of Commercial Energy Certificates these include:

  • Shops
  • Offices
  • Retail Units
  • Industrial Units
  • Hotels
  • New Build commercial units - SAP Assessors
  • Rental Property
  • Public Institutions
  • Government Buildings

DEC - Display Energy Certificates will be required to be displayed in public buildings, they will display the buildings energy rating and usage.

These rules form part of the Energy Performance Of Buildings Directive (EPBD) which is an EU initiativewill and be introduced by all European member states by 2009. Energy certification in the UK is introduced as Part L of the Building Regulations.

Energy Performance Certificates will raise awareness of energy efficiency and the environmental footprint in the commercial property sector because the system will:
  • be visible, quantifiable and mandatory.
  • be transparent, and provide a benchmark for both building and end-user.
  • enable the energy efficiency of buildings to be compared.
The government believes that Investors will be keen to invest in energy efficient buildings due to the potential returns they offer. They will also be mindful of the threat to the value of a building which is not energy inefficient buildings due to the resources that may be required to bring these properties up to the latest standards.

Implementation
 
The requirement for EPCs for commercial buildings in England and Wales will be rolled out in three phases during 2008:
 
April 2008
EPCs are required for the construction sale or rental of non-dwellings with a floor area greater than 10,000m2

July 2008
The above is extended to include non-dwellings with a floor area greater than 2,500m2

October 2008
The EPC requirement is applied to all sizes of non-dwelling. DECs are also required for public buildings greater than 1,000m2 and must be displayed in the building by this date.
